Thì là bỏ rễ, lá úa dập, rửa sạch, xắt nhuyễn. Ớt rửa sạch, xắt nhỏ. Cho cá vào bát, trộn đều cùng thì là, ớt cắt nhỏ, tiêu, hạt nêm. Sau đó dùng muỗng quết khoảng 15 phút cho cá dai.
Viên xôi thành những miếng tròn, dẹt. Nếu bạn sử dụng cơm cháy khô thì cũng cắt cơm cháy thành những miếng tròn đường kính cỡ 2.5-3cm. Viên tròn chả cá và đặt chả cá lên trên miếng xôi sao cho vừa vặn. Thực hiện lần lượt cho đến khi hết cá.
Đun nóng nhiều dầu ăn, cho xôi chả cá vào chiên chín vàng đều, vớt ra đĩa có lót giấy thấm dầu, sau đó cho ra đĩa trang trí với chút rau sống là được.
Cơm cháy chả cá tuy lạ nhưng vẫn ngon miệng với chả cá thác lác ướp chút gia vị, thì là rồi bọc lấy xôi dẻo chiên chín vàng giòn, chấm cùng tương ớt cay cay ngon tuyệt.
